New Canada Asylum Application Rules Starting November 2026

New asylum application changes are coming to Canada on November 3, 2026. If you have an unfinished refugee claim in the IRCC Portal, there is an important deadline you should know.
What Changes on November 3?
IRCC will launch a new asylum claim form with additional questions and a revised application structure.
If you already started an application but haven't submitted it, your saved information will carry over. However, you'll need to review your previous answers and complete the new questions.

November 2, 2026 — 11:59 p.m. ET
If you want your unfinished application processed under the current form, it must be fully submitted before this deadline.
Missing the deadline doesn't mean you can no longer make a claim. You can continue under the new system from November 3, but you'll have to complete the updated form.
Who Needs to Pay Attention?
The change mainly affects:
- Unfinished IRCC Portal applications
- CBSA-linked claims that haven't been completed
- People planning to start an asylum claim
Already-submitted claims and claims that have already been referred to the Immigration and Refugee Board (IRB) don't need to be resubmitted because of this portal change.
📌 If Your Claim Started With CBSA
Make sure your CBSA claim is properly linked to your IRCC Portal account before the deadline.
If it isn't linked and you don't complete the process by November 2, some information previously collected by CBSA will not carry over, meaning you'll have to enter personal and family information again.
What Should You Do Now?
If you have an unfinished claim:
1. Log into your IRCC Portal and check your application status.
2. Review your Basis of Claim (BOC) and identity documents.
3. Make sure your CBSA claim is linked, if applicable.
4. Try to submit 24–48 hours before the deadline to avoid technical problems.
5. Save your submission confirmation and application details.
One Important Distinction
The November 3 portal changes are different from the broader asylum eligibility rules introduced under Bill C-12.
The new portal mainly changes how information is collected and submitted. Some other proposed changes, including timelines for completing claims, have not been confirmed for November 3.
